Abstract

This study sought to assess the possible effects of commercial and environmental aviation policies on the possibilities for developing countries in particular, to grow their incoming tourism sectors in a pro-sustainable way. The study used a mixed approach of qualitative expert interviews and a country-based tourism and air transport dependence indicators to identify states that are more likely to need to prioritise aviation policies. The expert interviews revealed some notable reservations about the aviation sector’s ability to enable pro-sustainable tourism growth, despite ambitious targets for the aviation and tourism sectors to become net-zero by 2050. In the short to medium term, long haul travel in particular, will continue to rely on emissions intensive aircraft and therefore important policy decisions need to be made to help strike a balance between the economic imperatives of avoiding the worst effects of climate change and encouraging tourists to return during the post-pandemic period. A tourism and air transport dependence ranking was created from published data sources to illustrate the countries where environmental and commercial aviation policy decisions may be the most difficult to reconcile, given their acute reliance on incoming tourism. With a high number of incoming tourists and a high reliance on air transport for enabling tourist visits, countries like Thailand, Cuba and the Maldives were ranked highest.
