Paper mills exploit vulnerabilities, such as guest-edited theme issues with inadequate oversight of ethical practices, fraud introduced through manipulating peer-review processes, and taking advantage of Researchers operating within an increasingly competitive publications environment. Collaborative defenses across the scholarly ecosystem are needed to help develop system-wide solutions to safeguard against paper mills. This session aims to: (1) introduce incentives that motivate the business of paper mills; (2) explain how paper mills operate, and ways to detect and counter their exploitative techniques; and (3) explore how publishers and academic libraries can work together though policy, education, publishing literacy and awareness to mitigate their impact. Research integrity requires a shared, systemic defense rather than isolated publisher efforts. While publishers are often at the forefront of detecting suspicious submissions, libraries and research support services are uniquely positioned to support researchers earlier in the publication lifecycle through publishing literacy, responsible publishing guidance, and research integrity awareness. This session explores how libraries can educate and support their researcher communities, recognise potential red flags and partner with publishers to defend against paper mills.
